The 66th Regular National Council on Health (NCH), Calabar, Cross River State
The National Council on Health (NCH) is Nigeria’s highest policy-making body on health matters, established under the National Health Act, 2014. Chaired by the Honourable Minister of Health, the Council comprises State Commissioners for Health, Permanent Secretaries, and other key stakeholders across the Federal and State health sectors.
The NCH provides a platform for strategic dialogue and coordinated action on health policies, programmes, and innovations that strengthen Nigeria’s health system. It convenes annually to review national health priorities, deliberate on emerging issues, and make key decisions that guide implementation across all levels of government.
In line with the Ministry’s digital transformation agenda, this NCH Web Portal is developed to enhance coordination, streamline communication, display of information and facilitate the submission and tracking of memoranda, reports, and resolutions. This initiative underscores the Council’s commitment to transparency, efficiency, and evidence-based policymaking toward achieving Universal Health Coverage (UHC) by 2030.
ONE OF THE KEY FEATURES OF NCH IS THE CALL FOR SUBMISSION OF MEMORANDA FOR THE 66TH REGULAR NATIONAL COUNCIL ON HEALTH
The Federal Ministry of Health and Social Welfare invites stakeholders to submit memoranda ahead of the 66th Regular National Council on Health (NCH) meeting scheduled to hold from 17th – 21st November 2025 in Calabar, Cross River State.
THEME AND SUBTHEMES
Theme:
“My Health, My Right: Accelerating Universal Health Coverage through Equity, Resilience, and Innovation.”
Sub-Themes:
a) Sustainable Health Financing and Domestic Resource Mobilization
b) Health Workforce Development and Retention Strategies
SUBMISSION OF MEMORANDA
All memoranda must be prepared in line with the approved NCH Guidelines and Templates available on the NCH portal or upon request from the Secretariat. Memorandum can only be submitted through the NCH DESK OFFICER in SMOH and FMOH only Submitted memoranda will inform technical deliberations and policy decisions at the Council meeting, contributing to evidence-based strategies for strengthening Nigeria’s health system.
